License
To ride Utah’s roads on your motorcycle, you have to have a valid driver license with an endorsement for operating motorcycle. There are two routes you can take to get your motorcycle endorsement by taking a MSF rider course or obtaining a learners permit.
Learner Permit
A temporary learner permit can be issued if the applicant is at least 16 years old, has a valid Class D or Commercial Driver License and has passed the vision test and the required motorcycle written test. To obtain a learner permit, you must go to a driver license office; bring required documentation; pass an eye test and complete the medical questionnaire; pass a 25-question written test; and submit the fee for a renewal or duplicate driver license, plus the motorcycle endorsement fee of $18.
A learner permit is valid for six months.
For the first two months of the permit you will be restricted to riding a motorcycle with:
NO PASSENGERS;
NO RIDING BETWEEN THE HOURS OF 10:00 PM and 6:00 AM; and
NO RIDING ON HIGHWAYS POSTED MORE THAN 60 MILES AN HOUR.
There are no restrictions to your learner permit for months 3-6.
NOTE: Anyone younger than 19 years old must hold the motorcycle learner permit for two months. The two-month requirement may be waived upon proof of completion of the Motorcycle Safety Foundation Beginning Rider Course (BRC).
Riding Skills Test
When ready, you will need to schedule an appointment at the same driver license office to complete the motorcycle riding skills test. You may bring your own motorcycle to the office with your permit. If you successfully complete the riding skills test, you will be finished and in 3–4 weeks you will receive your completed license in the mail.
UTAH MOTORCYCLE SKILLS TEST
MOTORCYCLE SAFETY FOUNDATION BASIC RIDER COURSE
You can obtain your motorcycle endorsement by successfully completing a Motorcycle Safety Foundation Basic Rider Course. You will receive a completion card to be taken to a driver license office. You will follow the same process listed above (under Learner Permit), but the riding skills test portion will be waived.

Tiered Licensing
You will be licensed to ride motorcycles based on the engine size of the motorcycle you ride to complete the rider skills test. This is true for the test whether you take it at a DLD office or as part of the BRC.
If you test on a motorcycle/scooter 90 cc or less, you will be restricted to riding motorcycles/scooters 90 cc or less.
If you test on a motorcycle/scooter 249 cc or less, you will be restricted to riding motorcycles/scooters 249 cc or less.
If you test on a motorcycle/scooter 649 cc or less, you will be restricted to riding motorcycles/scooters 649 cc or less.
If you test on a motorcycle/scooter larger than 650 cc, you will not be restricted, you will be authorized to ride any size motorcycle/scooter.
